Business Improvement Area (BIA)

Business Improvement Areas (BIA) support and promote businesses operating within that area.

The 2020 property tax and Business Improvement Area (BIA) tax deadlines have been extended. Property taxes are due September 30, 2020; however, those who are able to pay their taxes earlier are encouraged to do so. City Council approved, in principle, an amended penalty of 7 per cent, which would apply to any outstanding tax balances on October 1, 2020. A Business Improvement Area is created by the businesses located within a specific area, in order to provide benefits to all of the businesses. An independent board prepares a budget to fund their programs and services. The City collects an annual BIA tax from the businesses within the area on behalf of the BIA to fund this budget.

The City of Red Deer prepares annual BIA assessment and tax notices which are mailed in May. For 2020, Taxes are due September 30.

Through your Bank
  • At most financial institutions, via in-branch banking, Internet banking or telephone banking. 
  • Please check with your financial institution for their processing deadlines to ensure your payment is processed on time. 
  • For internet and telephone banking, select City of Red Deer Taxes and use your 11 digit roll number as the account number.
At City Hall
  • 4914 48 Avenue Red Deer, AB
  • Property owners may drop off a cheque and the detachable portion of the tax notice in the drop box at City Hall.
  • For 2020 the last day to make payment at City Hall is September 30, 2020
By Mail

  • Please make cheques payable to: The City of Red Deer
  • To avoid penalties, envelopes must be postmarked by Canada Post no later than September 30.
  • Credit Cards are NOT accepted for payment of BIA taxes.
  • Post-dated cheques are accepted.
  • Receipts will be issued if requested at the time of payment. Tax payers can obtain historic record of payment(s) free of charge through MyCity or by requesting a copy from Tax and Assessment. Service fees will apply.
  • Refund requests must be made in writing by January 31 of the year following the year the tax is levied.
