City Council on the agenda – July 7, 2025

The Monday, July 7 Regular City Council Meeting will start at 10:30 a.m. with a closed meeting at the beginning and the regular meeting expected to begin at 11:30 a.m.   

CLOSED: 

  • Human Resources matter – advice from officials. 

CONSENT AGENDA: 

Westerner Exhibition Association: 

  • Council will consider a request from the Westerner Exposition Association to approve changes to its banking services, including moving to ATB Financial for improved terms and a higher credit limit. 
  • The change is expected to reduce interest costs and streamline operations, with all existing City security agreements remaining in place.

Evergreen NASP Amendment and Zoning Bylaw (First Reading): 

  • Council will consider first reading of proposed bylaw changes to redesign part of the Evergreen neighbourhood to allow for more housing options. If approved, the changes would add nearly 200 more homes and accommodate over 400 additional residents in the area.

BYLAWS 

Intermunicipal Development Plan Bylaw (Second and Third Reading):  

  • City Council will consider second and third reading of the new Intermunicipal Development Plan (IDP) following a joint public hearing held on June 16 at Red Deer County Council Chambers.
     
  • Red Deer County will be considering second and third reading of the same plan on Tuesday, July 8 at their regular meeting.
     
  • The plan will come into effect if the bylaw is adopted by both Councils. It will repeal and replace the current IDP. 

REPORTS:

Red Deer’s Greater Downtown Governance 

  • Council is asked to receive the Greater Downtown Governance Committee’s final report, and to direct administration to submit an implementation strategy for the 2026 budget cycle based on the Committee’s recommendations.
     
  • The Committee, established in February, was tasked with exploring key themes to improve stakeholder collaboration in addressing the complex challenges of the Greater Downtown environment.

PUBLIC HEARINGS:

Zoning Bylaw amendment to rezone 6519 67 Street (Second and Third Reading): 

  • Following a public hearing, Council will consider second and third reading for a request to rezone this parcel from Industrial Business Service Zone; I-I to Major Arterial Commercial Zone: C-4 to pursue commercial redevelopment opportunities at the site.

Zoning Bylaw amendment to rezone 3802 47 Street (Second and Third Reading): 

  • Following a public hearing, Council will consider second and third reading of a proposed bylaw amendment to this area, from Residential Medium Density Zone: R-M to Direct Control Zone: DC. If approved, it will allow the landowner to pursue a development permit for a House Suite in this location.

Zoning Bylaw amendment to rezone 5402 47 Street and amendments to the Capstone Area Redevelopment Plan (Second and Third Reading): 

Following a public hearing, Council will consider second and third reading of a proposed bylaw amendment to this area, home to Carnival Cinemas, from CAP-PR to CAP-TD to reflect a new development opportunity. This request would rezone the site back to its original zoning.
