City Council: on the agenda

The Monday, April 15, 2024 Regular City Council Meeting will start with a three hour Closed Meeting at 9:30 a.m.  The open portion of the Council meeting will begin at approximately 1 p.m.

The following items are on the agenda:

Land Use Bylaw

Council will consider the First Reading of three Land Use Bylaws, including an application to amend the Land Use Bylaw and the Capstone ARP to rezone 5402 47 Street, in Capstone, from CAP-TD Capstone Taylor Drive District to CAP-PR Capstone Primarily Residential District.

REPORTS

Drought Mitigation (report for information)

  • An overview of the current provincial drought situation, along with The City’s planned response.

Alberta Municipalities (Resolutions)

  • Council will review three proposed Alberta Municipalities policy resolutions on Monday. Each year, municipalities from across the province are invited to submit resolutions that address a municipal public policy concern for consideration by the Alberta Municipalities membership. Resolutions that are adopted assist to inform and direct Alberta Municipalities advocacy efforts.
  • The three up for consideration by Council include resolutions around Federal Funding for Compressed Natural Gas (CNG) and Clean Diesel Busses, a Provincial Emergency Shelter Strategy, and Permanent Supportive Housing Capital and Operational Funding.
  • Alberta Municipalities is a group representing Alberta's municipalities where over 85 per cent of Albertans live. They work with elected and administrative leaders of Alberta's municipalities to advocate for solutions to municipal issues.                     

BYLAWS

Vehicle For Hire Bylaw (First Reading)

  • Council will give first reading to proposed changes to the vehicle for hire bylaw.
  • There is no statutory public hearing required for the bylaw adoption. Second and third readings are scheduled for the next regular Council meeting on April 29.

Chicken Bylaw (Second and Third Reading)

  • Council will give second and third reading to proposed amendments to Red Deer’s chicken bylaw.
  • The proposed amendments include:
    • removal of the cap on the total number of licenses in the city, which currently sits at 102 (based on the population) and has a waitlist of 140;
    • increased fee for Chicken Licences from $27 to $36.15 per licence; and
    • addition of a schedule for fines and penalties to ensure the proper tools are in place to address nuisance concerns if needed, though there have been few complaints regarding urban chickens.

Tax Rate Bylaw (Three Readings)

  • Administration is recommending City Council give all three readings to the annual tax rate bylaw.
  • The property tax rate bylaw sets the rates for collecting taxes to support the 2024 City operating budget, and requisitions that The City is required to collect on behalf of other agencies for 2024. The recommended option, if approved, will result in a 5.29% total tax increase for all property classes.

Business Improvement Area – Tax Rate Bylaw (Three Readings)

  • Administration is recommending City Council give all three readings to the annual Business Improvement Area (BIA) tax rate bylaw, which funds the Downtown Business Association (DBA).
  • Following the approval of the 2024 DBA operating budget, City Council is required to pass a BIA tax rate bylaw. The bylaw reflects decisions made during budget deliberations and is the final step allowing The City to collect the approved funds on behalf of the DBA.

Public Hearings

Land Use (Zoning) Bylaw (Second & Third Readings)

  • City Council is holding a Public Hearing on Monday, April 15, 2024 at 5 p.m. in Council Chambers located on the second floor of City Hall to consider Zoning Bylaw 3357/2024. This is a new Zoning Bylaw which will repeal and replace the current Land Use Bylaw. Details on the project can be found here: https://engage.reddeer.ca/LUBreview

Land Use Bylaw – 6006 63A Street (Second & Third Readings)

  • Council will consider second and third reading of a Land Use bylaw amendment to rezone 6006 63A Street from R1 to R2. R1 is residential (low density) and R2 is residential (medium density).
