The City of Red Deer is currently developing Red Deer's Community Compass: Our Master Plan for Service Delivery, a strategic planning initiative that will shape how The City delivers public-facing services from 2025 to 2037. Known as the Community Compass, this plan will guide decisions across City departments to ensure services are aligned with community priorities, responsive to emerging trends, and coordinated across the organization.
“The Community Compass will ensure we are working from a consistent set of principles that reflect the needs and priorities of our growing city,” said Sarah Tittemore, General Manager of Community Services and project sponsor. “This work builds on our Red Deer 2050 vision and helps us prepare for a more connected, inclusive, and adaptable future.”
The need for a comprehensive planning tool was first identified in the 2021 Value for Money Audit, which highlighted the importance of having a unified strategic direction to guide investment, service improvements, and long-term planning. The Community Compass is The City’s response, a foundational document that will provide clarity, direction, and consistency in how services are evaluated, prioritized, and delivered.
“We’re digging in to understand our shared values and guiding principles for shaping all public-facing services—from recreation, transit and permitting to roads and emergency services,” said Barb McKee, Project Manager. “By combining data, staff expertise, and public input, we’ll build a framework that will strengthen our ability to support and explain the choices needed for service delivery, especially as our city continues to grow and change.”
By developing this plan now, we can make sure future decisions are based on consistent, Council-approved principles.
Community engagement will play a vital role throughout the development of the plan. Residents, organizations, and service users will be invited to participate in upcoming engagement opportunities to share their experiences and help shape the future of City services in Red Deer.
