City Council recap: April 29, 2024

At today’s regular City Council meeting, the following decisions were made:

Land Use Bylaw amendment (Consent agenda):

  • City Council gave first reading to a proposed amendment to the Land Use Bylaw that would remove a parking requirement at 4311 and 4415 49 Avenue (Baymont by Wyndham). The site is zoned C1, which does not typically have an off-street parking requirement for commercial uses.
  • A public hearing scheduled for Monday, May 27, 2024, will inform second and third readings.

2023 Annual Financial Report:

  • CFO Ray Macintosh presented the 2023 Annual Financial Report to Council and provided an assessment of The City’s general economic condition.

Loan Bylaw Amendment – Central Alberta Humane Society:

  • Today, Council approved second and third reading of the amending bylaw for the Central Alberta Humane Society loan.

Vehicle for Hire Bylaw (second and third reading):

  • Consideration of second and third reading of proposed Vehicle for Hire Bylaw amendments is postponed until the May 27 regular City Council meeting to allow administration to bring back information on gradually phasing out the taxi plate cap, including restricting access to new plates to brokers currently holding not more than a fixed percentage of available plates.

Zoning Bylaw (Public Hearing):

  • City Council closed the Public Hearing that began on April 15, and postponed consideration of second and third reading of the Zoning Bylaw. Council directed administration to bring back additional information to the next Council meeting, on items regarding: height, percentage of suites in a neighbourhood, removal of grading diagram, increase allowable variances for porches, decks and ramp, removal of side yard setbacks on corner lots, allow commercial uses in high density residential, reduce duplex side yards to 1.2m, reduce residential narrow zone frontage, reduce zero lot line development site areas, and maintain current cannabis retail sale setbacks.
