Background

Since 1983, the Business Improvement Area (BIA) has been a cornerstone of Red Deer’s downtown community, bringing businesses together to promote economic growth, enhance the business environment and boost downtown vibrancy. Funded through an annual levy collected from businesses within the BIA boundaries, these resources are managed by the Downtown Business Association (DBA) to fulfil its mandate; however, the needs of Red Deer’s greater downtown are evolving. While the BIA model catalysed growth and collaboration, its geographically bound, levy-funded structure struggled to meet the changing expectations of a broader downtown community.

In response, the Downtown Governance Committee was developed to adapt service delivery strategies for the downtown area to address evolving needs, such as social challenges, economic development and community expectations. It considers a broadened greater downtown perspective, which includes Capstone, Railyards, Historic Downtown and Parkvale, and aims to ensure better coordination, adaptable leadership and sustainable funding models that address the needs of businesses, residents and the broader community.

The Collaboration

Members of this committee brought their ideas, expertise and vision to the Downtown Governance Committee to help shape the future of downtown Red Deer. By collaborating with other downtown partners, the group inspired meaningful change that benefits businesses, property owners and the entire community.
