City Council approves temporary overnight warming space to support people during extreme cold

 Red Deer City Council has approved a development permit for a temporary overnight warming space at 5239 - 53 Avenue, supporting individuals experiencing homelessness during periods of extreme cold. 

The seasonal warming space, operated by Shining Mountains Living Community Services in partnership with community agencies, will provide overnight safety, warmth, food, and access to basic medical support through March 31, 2026, with a focus on supporting Indigenous vulnerable populations. It is a space that will complement existing warming locations and services already available throughout our community, helping to strengthen Red Deer’s coordinated response to cold-weather safety and support.

The application comes after several weeks of work to address regulatory and safety requirements while responding to growing community concern about the need for additional indoor warming options during extreme cold. Council’s expedited consideration reflects the urgency of the situation and the need to balance timely access with appropriate oversight. 

“Given the urgency of the weather conditions, The City was able to fast-track this decision to allow the warming space to become operational quickly,” said Mayor Jefferies. “This approach helps protect lives while ensuring all necessary safety and oversight requirements continue to be met.” 

The decision follows Council’s consideration of a recommendation, which confirmed the application aligns with existing zoning provisions, prior Council direction, and The City’s broader cold weather and winter response strategy for unhoused individuals. Enhanced security and neighbourhood safety measures will be in place for the duration of operations. 

The warming space is intended to supplement existing shelter capacity when extreme winter conditions increase risk to individuals sleeping rough. The City will continue working closely with community partners to ensure supports are coordinated, responsive, and focused on safety, dignity, and connection to longer-term housing and services. 

All required approvals, including development, building, and operational requirements, will continue to be monitored to ensure safety standards are met.
