 The Monday, December 2, Regular City Council Meeting will start at 10:30 a.m.

CONSENT AGENDA:

Executive Limitation Report

  • City Council will receive a report outlining existing Executive Limitation (EL) policies as they pertain to the City Manager or their delegate(s) and how these policies were executed in recent years or where changes to EL policies will be brought to Council for review and approval in coming months. Executive Limitation Policies identify the limitations within which the City Manager must work to accomplish Council’s Purpose Statements and other directives. Understanding and respecting these limitations is crucial for maintaining checks and balances, ensuring accountability and best interest decisions for the City of Red Deer.

Housing Asset Development Recommendations

  • City Council will receive an update on housing asset development recommendations, focusing on key strategies to address Red Deer's pressing affordable housing and homelessness challenges. Highlights include prioritizing zoning and permitting processes, exploring financial incentives, identifying surplus land, reducing barriers through regulatory changes, and pursuing new funding applications to boost housing supply and affordability.

Motion to Postpone Recovery Summit to Q2 2025

  • City Council will receive an update on the Red Deer Recovery Summit Conference – stating the timing will move from Q1 to Q2 of 2025.

REPORTS:

Downtown Business Association (DBA) Budget

  • The DBA will present its 2025 budget for Council approval. The DBA Board of Directors is responsible for the management of the Business Improvement Area (BIA), including preparation and administration of its budget. Although the board operates autonomously, The City of Red Deer is has several connections:
    • Council appoints the board, and has a member on the board.
    • City administration assigns a liaison to the DBA to ensure we collaborate on initiatives, address opportunities, and leverage resources.
    • City Council approves the DBA budget.
    • The City of Red Deer collects the BIA levy on behalf of the DBA to fund its budget.
    • Any changes to the BIA Bylaw, including its boundaries, must be approved by Council.

Motion Arising from Budget 2025

  • Council will consider four motions that were postponed during the 2025 budget deliberations. These motions were put forward by Councillors as part of the budget process. Topics include:
    • Delineate the cost of the RCMP
    • Improve the variance reporting format
    • Audit Review Committee to review reserves contribution and utilization policy
    • Community Services Master Plan update

Public Hearings:

Riverside Meadows ARP Bylaw – Change of Intensity of Use and Zoning Bylaw

  • On November 12, 2024, City Council passed first reading of a bylaw amendment to change the zoning of a residential parcel from low density to medium density to facilitate redevelopment of the site.

Zoning Bylaw Amendment to Support Addiction Recovery and Homelessness

  • A public hearing will take place related to a Zoning Bylaw Amendment, that if approved, would trigger consideration of a development permit to enable the following:
    • Removal of supervised consumption service permissions at 5233 54 Avenue.
    • Extension of the temporary shelter’s operation at 5239 53 Avenue until May 2028.
    • Expansion of the site to add emergency shelter as a use into an adjacent unit at the temporary shelter site (5239 53 Avenue) for the upcoming winter season.
    • Additional capacity for detoxification and overnight shelter at 5246 53 Avenue.

This public hearing comes after City Council passed first reading on November 12, 2024.
