City Council on the Agenda – November 10, 2025

The following items will be considered by City Council at their regular upcoming meeting on Monday, November 10, 2025. The meeting will begin at 10:30 a.m. 

CONSENT AGENDA: 

Postponement: Land Disposition Policy Development 

• Council will consider deferring the Land Disposition Policy discussion to Q1 2026. Due to scheduling constraints, Council had only one opportunity to meet as Committee of the Whole in Q4 2025, during which priority matters were addressed. With three Committee of the Whole meetings scheduled in Q1 2026, Council will have sufficient opportunity for a comprehensive review and discussion of the policy at that time. 

BYLAWS: 

Zoning Bylaw - Rezoning 6850 52 Avenue (First Reading) 

• Council will consider first reading of Zoning Bylaw 3357/E-2025 following a request to rezone 6850 52 Avenue from Industrial Business Service Zone: I-1 to Industrial Commercial (Mixed-Use) Zone: I-C to allow for a broader range of compatible commercial uses while maintaining the industrial base of the area. If first reading is given, this Bylaw will be advertised with a Public Hearing with a date to be determined by Council during the meeting. 

2026 Utility Debenture Borrowing (Second and Third Reding) 

• Administration is requesting that Council approve 2nd and 3rd reading of the following bylaws: 

• • 3734/2025 – 2026 Electric Infrastructure – Annual Program  

• • 3735/2025 – 2026 Water Infrastructure – Annual Program  

• • 3736/2025 – 2026 Wastewater Main Infrastructure – Annual Program 

• First Reading of these bylaws was given during the Utility Budget debate on September 2, 2025.
