CONSENT/REPORTS:
Capital Information and Expenditure Variance Report:
- This report is prepared annually to demonstrate compliance with the requirements of the Municipal Government Act (MGA) and Council policies.
- This report was presented to Audit Committee on July 16, 2025.
Capital Commitments Report:
- Council will receive a report outlining outstanding capital project commitments and the steps administration is taking to modernize capital budgeting practices. The report is in response to Council’s direction during the 2025 budget process to provide a breakdown of capital project commitments made prior to 2025 and to bring forward an updated capital budget policy.
- Through this review, more than 250 open capital jobs were analyzed and reconciled to provide a clearer picture of The City’s financial commitments. As of the report, The City has approximately $254.5 million capital commitments approved in prior years, many tied to long-term or multi-year projects.
- Administration recommends that Council receive the report for information, and that capital policy updates be integrated into the implementation of the Financial Roadmap. Improvements to capital budgeting practices will begin as part of the 2026 budget process.
City Manager and Designated Officers Bylaw:
- Council will review proposed amendments to the City Manager & Designated Officer Bylaw. These changes reflect recent provincial legislation that repealed council codes of conduct and narrowed the Integrity Commissioner’s role to Ethics Advisor only.
- Council will also consider a resolution allowing the City Manager to amend the related professional services agreement and an update to provincial privacy and access-to-information legislation.
2026 Utilities Budget and related Utilities Borrowing Bylaws:
- City Council will consider the proposed 2026 Utilities Budget, which outlines operating and capital plans for The City’s self-funded utilities (Electric, Water, Wastewater, and Waste Management).
- The budget proposes modest rate increases for most utilities, with wastewater rates held at 2025 levels pending a third-party review.
