REPORTS:
2026 Budget Strategy (Tax Supported & Utilities):
- City Council will receive a report to outline how the budget process for 2026 is planned to be completed from both a perspective of timing as well as the strategies required to best position our organization at this point in time for Budget 2026.
- Administration is recommending Council set the dates for the Utility budget consideration and to adjust the Capital and Tax Supported Operating budget dates.
Annual Financial Audit Report:
- Council will be presented with the audited financial statements for 2024.
Development Permit – Emergency Shelter:
- Council will consider a Development Permit application from Safe Harbour to continue operating an emergency shelter at Cannery Row (4-5239 53 Avenue) until May 1, 2027.
- The site serves 150–180 individuals daily and has operated under previous approvals since 2020. Administration recommends approval with enhanced conditions around site maintenance, safety, and security.
