City Council: on the agenda (June 24, 2024)

The Monday, June 24, 2024, Regular City Council Meeting will start with a one hour Closed Meeting starting at 10:30 a.m.  The open portion of the Council meeting will begin at approximately 11:30 a.m.

The following items are on the closed agenda:

  • CUPE Bargaining Update
    FOIP Sections 23(1)(a) Local public body confidences and 24(1) Labour Relations or Employee Negotiations
  • Westerner Exposition Association (WEA) Update
    FOIP Sections: 16 Disclosure harmful to the business interest of a third party, 21 Disclosure harmful to intergovernmental relations, 24 (I)(a) Advice from Officials, 25 Disclosure harmful to economic and other interests of public body

The following items are on the open agenda:

Annual Reporting – 2023 Strategic Plan Progress

  • Annual reporting on City Council’s 2023 Strategic Plan will be shared focusing on the progress made to date as it relates to fifteen outcomes identified within the overall plan. Administration will talk with Council about the recent launch of a dashboard focused on sharing transparent on ongoing information with the community.

Long-Term Business and Financial Systems Report Update

  • Council will receive an update on the timing on the Long-Term Business and Financial Systems Report. Following a motion arising from the budget debate in January 2024, Administration was to present the report by June 1; the report will now be brought to Council on July 8.

Red Deer’s Vision 2050

  • City Council will consider accepting this community informed plan as a planning document. Red Deer’s 2050 Vison: An Aspirational Community Vision, is a long-term vision that will guide the community for the next 20+ years. The Red Deer 2050 project aimed to provide guiding stars as for how the community will grow and support providing a sustainable high quality of life for residents and visitors of Red Deer for generations to come.
  • This report forms the first layer or the centre of the Integrated Planning Framework to align all other strategic planning documents moving forward. It will then be utilized as an aspirational guide for the rewrite of the Official City Plan, (formerly known as the Municipal Development Plan) as a part of the Integrated Planning Framework.

The following six public hearings will occur at Monday’s regular City Council meeting:

Zoning Bylaw 3357/G-2024 to remove a residential density cap

  • A public hearing will be held to consider a bylaw amendment required to support an application to have a density cap removed from an R-H (R3) residential parcel at 86 and 108 Bell Street so further residential development can be pursued. Administration supports the proposed amendment, which aligns with the Strategic Plan focus area of Thriving City. The proposal also aligns with the recently adopted Community Housing and Homelessness Integrated Plan (CHHIP).

Zoning Bylaw 3357/H-2024 to remove a residential density cap

Administration supports the proposed amendment, which aligns with the Strategic Plan focus area of Thriving City. The proposal also aligns with the recently adopted Community Housing and Homelessness Integrated Plan (CHHIP).

Zoning Bylaw 3357/GG-2024 to increase suites to 20% of houses

Zoning Bylaw 3357/HH-2024 to allow commercial uses on the main floor of R-H Residential High Density

Zoning Bylaw 3357/LL-2024 to rezone a small portion of the Emerson neighbourhoodZoning Bylaw 3357/MM-2024 to rezone a portion of the Timber Ridge neighbourhood
