City Council Recap - April 28, 2026

The following decisions were made at today’s City Council meeting. 

CONSENT: 
Zoning Bylaw Amendment 3357E – 2026 – Capstone Amendments 

  • City Council gave first reading to rezone lands within Capstone to align with new subdivision boundaries and existing uses. 

Zoning Bylaw Amendment 3357/U-2026 – Rezoning Professional Office in I-I 

  • City Council gave first reading to a zoning bylaw amendment to add Professional Office as a use in the I-I zone. 

BYLAWS:  

Zoning Bylaw Amendment 3357/V-2026 – DC35 Zone 

  • Council received a report and gave first reading of a bylaw, which was in response to Councillor Krahn’s Notice of Motion regarding the Removal of Direct Control Zone 35 (DC 35) and amendments to permit house suites in duplexes across zones that Council approved on January 27, 2026. 
  • The item will return for public hearing on June 9, 2026, and consideration of second and third reading.  

REPORTS: 

Approval of Annual Financial Statements 

  • City Council received The City of Red Deer’s 2025 audited financial statements, which show The City’s financial position improved in several key areas. Day-to-day operations were more stable, cash flow improved, debt levels were more manageable, and reserves started to recover, including a tax-supported operating reserve that moved from a deficit to a surplus. While this shows real progress, administration also highlighted that challenges like infrastructure costs, inflation, debt, and long-term financial sustainability are still important issues The City must continue to manage.
  • “These statements are essentially a report to our community on how The City managed public money in 2025. They show where revenue came from, how funds were spent, and how our overall financial position changed throughout the year. Sharing this information with City Council helps support decisions about budgets, future projects, borrowing, reserves, and long-term financial sustainability. Council has made it clear that financial discipline is a priority, and these statements are one important way we demonstrate transparency, accountability, and our commitment to responsible stewardship of public dollars,” said Sam Mugford, City of Red Deer Chief Financial Officer.

PUBLIC HEARINGS: 

Bylaw 3299/A-2026 and Zoning Bylaw Amendment 3357/F-2026 – Rezoning a Portion of 2820 40 Avenue from A-1 to C-4 

  • City Council approved second and third reading of Bower Woods rezoning Bylaw 3357/F-2026 following a public hearing at today’s meeting. 
  • This rezoning relates to a portion of undeveloped land located at 2820 40 Avenue.
  • The change rezones the land from A-1 Future Urban Development Zone to C-4 Major Arterial Commercial Zone, allowing for future commercial development. 
  • This decision aligns with the recently adopted Bower Woods Neighbourhood Area Structure Plan (NASP). 

Zoning Bylaw Amendment 3357/Q-2026 to Rezone a portion of land in the Evergreen neighbourhood from R-N to R-M and A-1 to P-1 

  • City Council approved second and third reading of a zoning bylaw amendment to rezone a portion of land in the Evergreen neighbourhood from R-N to R-M and A-1 to –P-1.
  • This means the Evergreen neighbourhood can now move forward with a different type of residential and public space development.
  • This approval came following a public hearing held at today’s City Council meeting.
