(Red Deer, Alberta)The following decisions were made at today’s City Council meeting.
CONSENT:
Utility Budget Publication to Citizens
- Council received the 2027 Utilities Budget book.
- The Utilities Budget supports essential services including electricity distribution, water treatment and distribution, wastewater collection and treatment, and waste management services.
- Residents are invited to review the proposed Utilities Budget and submit questions or comments by September 18.
- Council will debate the Utilities Budget on September 29.

RCMP Quarterly Report
- Council received the RCMP Community Policing Report covering April through June 2026.
- Council asked questions about speed on green cameras, noise and ebikes, with administration providing information on these topics as part of its update.
- The quarterly report provides an update on staffing, financial information and crime statistics for the Red Deer RCMP Detachment and comes forward following review by the Policing Committee.
Zoning Bylaw Amendment 3357/GG-2026 – Omnibus (First Reading)
- Council approved first reading of several minor updates to the Zoning Bylaw intended to improve clarity, correct errors and reduce unnecessary requirements.
- Proposed changes include removing development permit requirements for some temporary uses lasting seven days or less, simplifying regulations for certain businesses and signs, and correcting duplicate or unclear wording.
- With approval today, the proposed amendments will proceed to a future public hearing.

HAF2 Funding Decision
- Council approved a budget amendment to formally allocate $3 million in federal Housing Accelerator Fund 2 funding.

BYLAWS:
Zoning Bylaw Amendment 3357/Y-2026 – Parking Reduction for Supportive Housing (NOM)
- Council gave first reading to proposed Zoning Bylaw amendments that allow the Development Authority to vary parking requirements by up to 70 per cent for non-market housing developments and temporary care facilities.
- The changes are intended to better align parking requirements with the needs of these developments and help reduce barriers to creating supportive and affordable housing options in Red Deer.
Zoning Bylaw Amendment 3357/HH-2026 – Supportive Living Accommodations Definitions
- Council received supplementary information related to proposed Zoning Bylaw amendments for supportive living accommodations.
- The report will support Council’s continued consideration of Bylaw 3357/HH-2026 and the regulations governing this type of housing in Red Deer.
Committees Bylaw
- Council passed first reading of a new Committees Bylaw to establish a consistent framework for City boards, committees and commissions, including their roles, membership, governance and reporting requirements.
- The proposed bylaw is intended to improve clarity, consistency and accountability across Council-appointed committees
NOTICE OF MOTION:
Notice of Motion submitted by Councillor Tristin Brisbois RE: Equity, Diversity and Inclusion Committee
- Council debated a Notice of Motion submitted by Councillor Tristin Brisbois regarding an Equity, Diversity and Inclusion Committee.
- The motion was originally introduced at the September 1, 2026, Council meeting.
- Councillor Brisbois withdrew the motion following Council’s discussion. As a result, Council did not vote on or approve the motion.
- Council acknowledged that this work is ongoing, and that no single organization can address these challenges alone. Council will continue to engage community partners and other orders of government to explore solutions and identify opportunities that support the needs of Red Deer residents.
