Development Permit for emergency shelter at Cannery Row approved until May 2026

City Council approved a Development Permit for the continued operation of an Emergency Shelter at 4-5239 53 Avenue, commonly known as Cannery Row. The approval allows Safe Harbour Society to operate the shelter at this location until May 1, 2026, ensuring ongoing support for Red Deer’s most vulnerable residents.

“The approval of this permit is a necessary step as we continue to explore housing solutions that aim address the complex issue of homelessness in our community,” said Mayor Johnston. “According to our most recent Point in Time Count, there are more than 700 people experiencing homelessness in our city. While this temporary location provides a safe space for individuals in need, it cannot serve this entire population, and we will continue to work collaboratively toward a long-term shelter solution that meets the needs of both users and the broader community. The next step is to continue progressing the long-term shelter project, which remains a top priority for the organization.”

The 21,000 square foot facility currently serves between 150 and 180 individuals each day, offering access to critical services including day and night sleeping spaces, hygiene facilities, mental and physical health assessments, and addiction recovery supports. Most recently, a Dynamic Overdose Response Team (DORT) has been added to respond to medical emergencies related to substance use. Plans are also underway to establish a 20-bed observation area for those in overdose recovery.

City Council’s decision follows public consultations and aligns with The City’s ongoing strategic priorities, including community safety, inclusion, and a collaborative response to social challenges.

“This permit provides continuity for essential services at a time when demand remains high,” said Erin Stuart, Inspections & Licensing Manager. “Safe Harbour has implemented several enhancements, including increased security, layout modifications to improve client flow and safety, and additional overdose response measures.”

With this development permit now approved, Safe Harbour can continue operating the Emergency Shelter at Cannery Row without interruption. The permit includes conditions aimed at supporting the safety and wellbeing of both shelter users and the surrounding community. These include increased on-site security, internal layout modifications to improve safety, and enhanced overdose response measures. City staff will continue to monitor compliance with these conditions throughout the permit period, which is set to expire on May 1, 2026.
