City Council to consider framework changes to Vehicle for Hire Bylaw

It’s been two years since Red Deer’s Vehicle for Hire Bylaw came into effect, and at Monday’s regular City Council meeting, Council will consider making key framework changes that will inform future recommendations to amend the bylaw.

The existing Vehicle for Hire Bylaw was adopted in 2021 to level the playing field through regulations for the industry, following the introduction of rideshare companies in Alberta. Upon adoption, Council requested a report back after two years of implementation to determine if additional changes are needed.

Since that time, The City of Red Deer has heard from the industry and public on various aspects of the bylaw, including through a public participation process in February and March 2023. Following this consultation, administration completed a review and is recommending amendments to the following key frameworks of the bylaw:

  • Age of vehicles
  • Taxi plate limits
  • Taxi drop rates
  • Transportation Network Company (rideshare) drop rates
  • Regulations for Transportation Network Companies

“The goal of the bylaw at the time of implementation, and through this review process, continues to ensure the sustainability, accessibility and safety requirements of drivers and customers who use and operate vehicles for hire in Red Deer,” said Amy Fengstad, Acting Inspections and Licensing Manager.

Should Council approve administration’s recommendations, an updated bylaw will come back to Council for first reading at a later date.
