City Council: on the agenda

The following items are on Red Deer City Council’s open meeting agenda on Monday, September 18, 2023.

Extended Producer Responsibility (report for information)

  • Administration will present a report regarding the Extended Producers Responsibility (EPR) legislation enacted by the Province of Alberta on November 30, 2022. EPR is a policy that will require producers of packaging, paper and single-use products as well as hazardous and special products to provide a common collection system and meet recycling targets for their products. This new legislation will impact The City’s current Waste Management operations, costs, and liabilities.

Permanent Supportive Housing Capital Grant (decision)

  • The City of Red Deer is seeking City Council’s approval to create a new municipal incentive grant called the “Permanent Supportive Housing Capital Grant Program”. The proposed program seeks to leverage federal funding to target one of the city’s largest identified housing gaps, by incentivizing up to 80 units of Permanent Supportive Housing, as outlined in the Community Housing & Homelessness Integrated Plan. This proposed program is timely in that the Government of Alberta is actively seeking applications for the Affordable Housing Partnership Programwhere municipal funding commitments may increase the likelihood of coordinated investments from all levels of government.

  • If approved by Council, The City will post a Request for Information (RFI) to learn about potential shovel-ready permanent supportive housing projects in Red Deer. It will be posted on The City's Bids and Tenders site.

Traffic Bylaw (decision)

  • City Council will consider first reading of a new Traffic Bylaw. The new bylaw contains updates to reflect the parking infrastructure improvement program; improves readability through simplification of language and consolidation of related topics; and the removal items that are covered in existing bylaws or that are no longer required.

Code of Conduct (decision)

  • Council passed first reading of the Council Code of Conduct Bylaw on August 21, with a resolution that asked administration to bring back additional information for second and third reading, which is on the agenda for Monday. The resolution asked for updates and additional information on 12 points of interest. If second and third reading passes, an Ethics Advisor and Integrity Commissioner would be appointed at a future date. The role of the Ethics Advisor and Integrity Commissioner would be to provide ethics advice and investigate code of conduct complaints.
