City Council on the agenda – August 6, 2024

The Tuesday, August 6, 2024 Regular City Council Meeting will start with a closed portion at 10:30 a.m. The open portion of the meeting is expected to start at 1 p.m.

CONSENT AGENDA

Zoning Bylaw Amendment 3357/RR-2024 Proposal to Rezone 4605 63 Street II to IC

  • City Council will give first reading to a request to amend the Zoning Bylaw to rezone a parcel (4605 63 Street A & B) in Riverside Light Industrial Park from II Industrial Business Service to IC Industrial Commercial (Mixed-Use) Zone.
  • The area surrounding the property is slowly transitioning from light industrial to commercial uses; rezoning will provide flexibility to the landowner to introduce new commercial uses while maintaining existing industrial uses.
  • Administration supports the request as the IC District provides uses that are compatible and complementary to surrounding uses. The application supports the Thriving City focus area of the Strategic Plan by increasing development opportunities which will help contribute to a strong and diverse local economy. The application also supports Municipal Development Plan policies by creating positive economic environments, promoting a vision focused on quality of life through land use policy, and encouraging more efficient use of land.

REPORTS

Automated Traffic Enforcement: Mobile Speed Enforcement (for information)

  • Municipal Policing will provide the results of a review on the Automated Traffic Enforcement’s mobile photo speed program. This report also explores alternative traffic enforcement options to achieve community safety objectives.

Budget 2025 Process (for information)

  • Council will receive a report outlining the process for the Budget 2025 service level review and prioritization. As just one of the process changes for Budget 2025, Council was surveyed on The City’s 275 service levels, with the intent to understand their appetite of exploring possible changes in service of reducing expenses.
  • This work is necessary as we look at new ways and opportunities to balance the budget. We estimate $20 million is needed to balance the budget in 2025. While some of this can be achieved through property tax and utility user fees, we need to consider additional ways to reduce expenses to balance the budget.
  • This report is an update on the process and will lead into a formal report to Council on September 3. On September 3, Council will review further information on the service levels and provide formal direction to administration on what to include in the budget recommendations in November. No decisions on service level changes will be made on September 3.

Kinsmen Community Arenas funding request (decision)

  • During repair work at the Kinsmen Community Arenas, issues were found with the chiller, resulting in it needing to be replaced. On Tuesday, City Council will consider a budget request for $350,000 to replace the chiller. More information here.
