City Council: on the agenda - Monday, May 27

The Monday, May 27, 2024 Regular City Council Meeting will start with a one hour Closed Meeting at 10:30 a.m.  The open portion of the Council meeting will begin at approximately 11:30 a.m.

The following items are on the agenda:

Budget amendment for Timber Ridge school site (decision)

  • Administration will present an information report outlining the capital work and funding required for servicing the Timber Ridge School Site. At the May 23, Regular Council Meeting, Council approved request from the Red Deer Public School (RDPS) to approve the Timber Ridge School Site as a potential new middle school sit and directed administration to bring a budget amendment to the May 27 Regular Council Meeting.

Vehicles for Hire Bylaw (Second and Third Reading)

  • City Council is asked to give second and third reading to proposed amendments to the Vehicles for Hire Bylaw. At the April 29 regular City Council meeting, administration was directed to bring back information on gradually phasing out the taxi plate cap, including restricting access to new plates to brokers currently holding not more than a fixed percentage of available plates.

APP update (report for information)

  • Council will receive the Red Deer RCMP’s quarterly policing report for Q4, January to March 2024. This report will provide quarterly crime statistics, an overview of resources and a financial report, as well as an update on the 2022-24 Annual Policing Priorities.

Public Hearings

Land Use Bylaw 3357/E-2024 - Parking at the Baymont (Second & Third Readings)

  • A public hearing will be held to inform second and third readings of a proposed amendment to the Land Use Bylaw. The amendment stems from a request to remove a parking requirement at 4311 and 4425 49 Avenue (Baymont by Wyndham site) by the property owner.

Zoning Bylaw Amendments
On Monday, City Council will hold a series of public hearings related to the following amendments in the Zoning Bylaw.

  • 3357/BB-2024 – Woodlea Character Statements
    An amendment to the Zoning Bylaw to add Appendix D: Woodlea Character Statement.
  • 3357/BB-2024 - 6731 / 6733 59 Ave
    An amendment to rezone an area on 59 Avenue from residential-duplex, to residential medium density.
  • 3357/CC-2024
    An amendment to the Zoning Bylaw to rezone a ±1.96 hectare portion of the SE1/4 Sec 36; 38-28-W4 from A1 District to I1B/AD District.
  • 3357/DD-2024 – Capstone
    An amendment to the Zoning Bylaw to rezone 5402 47 Street, in Capstone, from CAP-TD Capstone Taylor Drive District to CAP-PR Capstone Primarily Residential District.
  • 3357/EE-2024 – C1 Parking at Baymont
    An amendment to the Zoning Bylaw to delete a site exception that requires commercial development at 4311 & 4415 – 49 Avenue (the Baymont by Wyndham site), which is zoned C1, to provide off-street parking even though the broader C1 district does not require commercial development to provide any off-street parking.
  • 3357/II-2024 – Public Service Zone use list
    An amendment to the Zoning Bylaw to correct errors in the PS Public Service Zone use list.
  • 3357/JJ-2024 – Cannabis Retail Setbacks
    An amendment to the Zoning Bylaw to returning the Cannabis Retail Sales setbacks to be consistent with the Land Use Bylaw 3357/2006
  • 3357/KK-2024 – Waskasoo – restrict Supportive Living Accommodations
    An amendment to the Zoning Bylaw for a site exemption for Lot 2, Block 1, Plan 1522489 to restrict Supportive Living Accommodations.
