City Council: Recap - May 27 & 28, 2024

The following decisions were made during Council’s regular meeting on May 27 and 28:

Budget amendment for Timber Ridge school site

  • As part of the Consent Agenda, Council accepted an information report outlining the capital work and funding required for servicing the Timber Ridge School Site. A budget request will come forward during the 2025 budget process.

Vehicles for Hire Bylaw (Second and Third Reading)

  • City Council approved proposed changes to the vehicle for hire bylaw at their regular meeting today after postponing the discussion on April 29 with a request for more information from administration. Additional details .

APP update (report for information)

  • Council heard highlights from Q4 January to March 2024, which included a 37% reduction in property crime over the past five years, and a 3% reduction in persons crimes.
  • Municipal Policing also provided insight into a 97% increase in municipal bylaw enforcement, which was due in part to increased trespassing enforcement by the two enhanced authority Community Peace Officers embedded with the Downtown Patrol Unit, as well as a consolidation of recording keeping between Municipal Policing and RCMP’s two databases.
  • Superintendent Glassford provided a reminder to the public to do their part in supporting community safety, which includes signing up for the CAPTURE program and reporting suspicious behaviors and all crime to the RCMP.

Red Deer Housing Authority Funding Request

  • Council considered and approved a grant request from Red Deer Housing Authority to help fund an affordable and permanent supportive housing project in Red Deer. The request was asking for a $1.5 million contribution from The City of Red Deer, which is about eight per cent of the total cost of the project. The project is shovel ready, and The City portion of the funds would be put towards land acquisition. 

Public Hearings

Land Use Bylaw 3357/E-2024 - Parking at the Baymont (Second & Third Readings)

  • Following a public hearing, Council approved second and third readings of a proposed amendment to the Land Use Bylaw stemming from a request to remove a parking requirement at 4311 and 4425 49 Avenue (Baymont by Wyndham site) by the property owner.

Zoning Bylaw Amendments

  • 3357/AA-2024 – Woodlea Character Statements
    Council approved an amendment to the Zoning Bylaw to add Appendix D: Woodlea Character Statement.
  • 3357/BB-2024 - 6731 / 6733 59 Ave
    Council approved an amendment to rezone an area on 59 Avenue from residential-duplex, to residential medium density.
  • 3357/CC-2024
    Council approved an amendment to the Zoning Bylaw to rezone a ±1.96 hectare portion of the SE1/4 Sec 36; 38-28-W4 from A1 District to I1B/AD District.
  • 3357/DD-2024 – Capstone
    Council approved an amendment to the Zoning Bylaw to rezone 5402 47 Street, in Capstone, from CAP-TD Capstone Taylor Drive District to CAP-PR Capstone Primarily Residential District.
  • 3357/EE-2024 – C1 Parking at Baymont
    Council approved an amendment to the Zoning Bylaw to delete a site exception that requires commercial development at 4311 & 4415 – 49 Avenue (the Baymont by Wyndham site), which is zoned C1, to provide off-street parking even though the broader C1 district does not require commercial development to provide any off-street parking.
  • 3357/II-2024 – Public Service  Zone use list
    Council approved an amendment to the Zoning Bylaw to correct errors in the PS Public Service Zone use list.
  • 3357/JJ-2024 – Cannabis Retail Setbacks
    Council did not approve an amendment to the Zoning Bylaw to returning the Cannabis Retail Sales setbacks to be consistent with the Land Use Bylaw 3357/2006
  • 3357/KK-2024 – Waskasoo – restrict Supportive Living Accommodations
    Council did not approve this amendment to the Zoning Bylaw for a site exemption for Lot 2, Block 1, Plan 1522489 to restrict Supportive Living Accommodations.
