Property assessment notices on the way to Red Deer property owners

Property owners in Red Deer can expect to receive their annual property assessment notices by mail or email in the next few days.

The City’s property re-assessments are legislated to be prepared using mass-appraisal technology and reflect a typical market value as of July 1, 2025. Based on the assessment roll at year end, residential assessments have increased by an average of seven per cent compared to last year. The largest changes are seen in apartment condominiums, attached, and semi-detached homes. Multifamily residential properties increased by an average of 13 per cent, while non-residential property values remained relatively stable.

It is important for property owners to understand that assessment increases do not automatically result in higher property taxes.

“Property assessment changes are revenue neutral,” said City Assessor Maureen Cleary. “This means The City does not collect more or less total tax revenue simply because property values change. Instead, assessments are used to fairly distribute the tax levy approved by City Council based on each property’s value.”

How an individual property’s taxes change depends on how its assessment compares to others in the same property class. Properties with assessment changes below the class average may see a lower-than-average tax change, while those above the average may see a higher-than-average change.

Property tax bills will be mailed in late May, after education and seniors housing requisitions are received and City Council sets the municipal tax rate.

“Our goal is to ensure assessments are fair and equitable for all property owners,” added Cleary. “If you have questions or concerns about your assessment, we encourage you to contact our Assessment team. Many questions can be resolved quickly by speaking directly with an assessor.”

Property owners have until March 17, 2026, to contact the Assessment team during the customer review period to discuss their assessed value. These assessed values are then used to calculate property taxes.
