Red Deer City Council made the following decisions at today’s City Council meeting.
CONSENT:
Postponement of Zoning Bylaw Amendment 3357/Y-2026 - Parking Reduction for Supportive Housing
- City Council postponed proposed zoning amendments related to parking reductions for supportive housing developments until July 28, 2026.
- Administration requested additional time to complete analysis and answer outstanding questions related to the proposed changes. The postponement will allow Administration to return with a more comprehensive report and recommendations.
Community Investment Day Meeting Date Change
- City Council approved changing the date of the fall Community Investment Day from September 17 to October 15, 2026.
- The change was recommended to avoid a scheduling conflict with Alberta’s Mid-Sized Cities Mayors’ Caucus (MCMC), which Red Deer will host in September.
2026 Capital Budget Amendment: Mountview Reservoir
- City Council approved a $305,000 capital budget transfer to complete urgent repairs at the Mountview Reservoir.
- The reservoir has been out of service since October 2025 following the discovery of issues affecting the interior waterproofing system. The repairs are required to restore full system redundancy ahead of increased summer water demand.
- The funding transfer will come from existing approved utility capital projects and will not result in additional utility rate impacts.
Sponsorship Pilot Program
- Council approved a new Sponsorship Pilot Program that will allow The City of Red Deer to pursue sponsorship opportunities that support City programs, services, events and amenities.
- The pilot program will establish a consistent framework for identifying, evaluating and managing sponsorship opportunities, ensuring they align with community values and City priorities. Administration will provide Council with annual reporting on sponsorship activities, revenues, costs and program outcomes.
- Council also directed administration to return the Sponsorship Policy and Sponsorship Program Evaluation Framework to Committee of the Whole by the end of 2026 for further review and consideration.

BYLAWS (Consent):
Zoning Bylaw Amendment 3357/A-2026 - Site Exceptions for Unit 11 & 16, 7875 48 Ave (First Reading)
- City Council passed first reading of a proposed zoning amendment to allow site-specific development exceptions for two units within an industrial development on 48 Avenue.
- The amendment will now proceed through the bylaw process, including a future public hearing.
Zoning Bylaw Amendment 3357/K-2026 - Rezoning of 6817 52 Ave from I-1 Industrial Business Service Zone to C-4 Major Arterial Commercial Zone (First Reading)
- City Council passed first reading of a proposed rezoning of 6817 52 Avenue from Industrial Business Service (I-1) to Major Arterial Commercial (C-4).
- If approved, the proposed rezoning will allow a broader range of commercial uses on the site.
- The proposal will return to Council for a public hearing at a future meeting.

- City Council unanimously adopted the 2026-2029 Council Term Direction.
- The report provided an opportunity for Council to review priorities, discuss progress on strategic initiatives, and provide direction for the remainder of the current Council term.

PUBLIC HEARINGS:
Lancaster South Neighbourhood Area Structure Plan Bylaw Amendment 3217/C-2026 and Zoning Bylaw Amendment 3357/V-2026 - Removal of Direct Control Zone 35 and Amendments to Permit House Suites in Duplexes Across Zones
- City Council passed second and third reading of bylaw amendments allowing house suites in duplexes throughout most areas of the city.
- The approved bylaw includes amendments related to the Parkvale, Waskasoo and Woodlea neighbourhoods, as well as the removal of Direct Control Zone 35.
- The changes are intended to support additional housing options.

Zoning Bylaw Amendment 3357/M-2026 - Rezoning of 6660 Taylor Drive to from I-1 Industrial Business Service Zone to I-C Industrial Commercial (Mixed-Use) Zone
- City Council passed second and third reading for a rezoning to 6660 Taylor Drive from Industrial Business Service (I-1) to Industrial Commercial (Mixed-Use) (I-C).
- This occurred following a public hearing at today’s meeting.
- The proposed rezoning will support businesses requiring a combination of industrial and commercial activities.
Zoning Bylaw Amendment 3357/W-2026 - 'Charitable Distribution Centres' updates
- City Council passed second and third reading of this bylaw amendment following a public hearing at today’s meeting.
- The amendments are related to charitable distribution centres, such as food banks, creating a formal land use definition, establishing where these uses may be located within the city, and clarify development and parking requirements.
