Red Deer City Council approved amendments to the Land Use Bylaw that allow house suites (secondary suites) in duplexes throughout most areas of the city where duplexes are already permitted.
As part of Council's decision, the bylaw was amended to exclude the Parkvale, Waskasoo and Woodlea neighbourhoods. House suites in duplexes cannot be located in these neighbouhoods.
"The amendments approved by City Council today create additional opportunities for housing through house suites in duplexes across much of the city, while maintaining an application and review process in neighbourhoods where Council felt additional consideration was appropriate," said David Girardin, Planning Manager.
Council also approved the removal of Direct Control Zone 35. As a result, three properties will return to their underlying zoning districts:
- 34 Rutherford Drive (Rosedale Estates) – Residential Duplex (R-D)
- 170 Lancaster Drive (Lancaster Green) – Residential Duplex (R-D)
- 3802 47 Street (Eastview) – Residential Medium Density (R-M)
The amendments are intended to support additional housing options across the community.
The changes were approved through Lancaster South Neighbourhood Area Structure Plan Bylaw Amendment 3217/C-2026 and Zoning Bylaw Amendment 3357/V-2026, which removed Direct Control Zone 35 and amended regulations related to house suites in duplexes.
The Lancaster South Neighbourhood Area Structure Plan subsequently received second and third reading to align with the removal of Direct Control Zone 35.
