Vehicles for Hire

On September 1, 2021, the Vehicle for Hire Bylaw will replace the Taxi Business Bylaw and the Limousine and Sedan Bylaw. This bylaw governs any vehicle for hire, which includes Taxi, Accessible Taxi, Transportation Network (ride share) Companies, Limousines and Designated Driver Services.

The bylaw was designed to increase safety for both drivers and passengers. Under the new bylaw, all vehicles for hire (taxi, limousine and ride share) and designated driver companies and drivers will require licences:

  • Driver for Hire Licences are required by Taxi drivers, Accessible Taxi drivers, Limousine drivers, Designated drivers, and Transportation Network (ride share) Drivers
  • Brokerage Licences are required for Taxi, Limousine, Transportation Network (ride share) companies, and Designated Driver operations
Information for current Drivers For Hire

For Licensed taxi and accessible taxi drivers:

  • Existing licences, permits or approvals issued under the Taxi Business Bylaw will be honoured until December 31, 2021. A Driver for Hire Licence will be required starting January 1, 2022.

For licensed Limousine Drivers:

  • Existing Chauffeur licences issued under the Limousine and Sedan Bylaw will be honoured until December 31, 2021. A Driver for Hire Licence will be required starting January 1, 2022.
Information for new drivers for hire

Starting September 1, 2021, Driver for Hire Licences will be required by Taxi all drivers, Accessible Taxi drivers, Limousine drivers, Designated drivers, and Transportation Network (ride share) drivers.

For Transportation Network Company (ride share) Drivers:

  • Starting September 1, Transportation Network drivers will require a Driver for Hire licence.

For Designated Driver Company Drivers:

  • Starting September 1, Designated Driver Company drivers will require a Driver for Hire licence.
Information for brokerages

The Vehicles for Hire bylaw (3644/2020) will replace the Limousine and Sedan Bylaw (3394/2007) and the Taxi Business Bylaw (3282/2001). Starting September 1, all taxi, limousine, designated driver and transportation network (ride share) brokerages will require a Brokerage Licence under the Vehicles for Hire bylaw.

For current brokerages:

  • Existing brokerage licences issued under the Taxi and Limousine bylaws will be honoured until December 31.

Brokerages are also responsible to ensure their drivers have a valid Driver for Hire Licence, or a pre-existing taxi or limo licence, as well as a valid taxi licence plate (if applicable).

Information for Independent Driver Owners

Independent Driver Owners are small brokerages with two vehicles or less. Independent owners are also drivers for hire that use a fleet vehicle for their business. An Independent Driver Owner Licence is required, in addition to a Driver for Hire licence.

Independent Driver Owners may employ one other driver for their brokerage.

Licence fees

Licence application fees are as follows:

  • Independent Driver Owner Licence: $380
  • Driver for Hire Licence (12 months): $100
  • Brokerage Licence fee is dependent on the number of vehicles in the fleet:
    • 1-15 Vehicles: $380
    • 16-50 Vehicles: $1,000
    • 51+ Vehicles: $2.500
