From April to October 2024, major utility upgrades will be constructed in the Grandview neighbourhood.

43 Ave/Ross St Utility Project

As part of the City of Red Deer 2024 Underground Utility Construction project, the water, sanitary and storm mains in a portion of Grandview are being upgraded. Construction started the week of March 18, 2024, and lane and road closures went into effect the week of April 1, 2024.

Road and rear lane closures are in effect, and detours around the work zones are required during the performance of this work.  

The construction area includes:

  • 43 Ave from Ross Street to 47 Street
  • 43A Ave and 47 Street cul de sac
  • Ross Street

Project Phases

Phase 1:
43A Ave & 47 St
April 1 - July 30 Water Sanitary, and Storm infrastructure will be upgraded. The roadway will be excavated and rebuilt. One sidewalk will remain at all times for residents to use for transportation. Temporary parking on 43 Ave will be established for residents impacted.
  • Underground replacement for phase 1 is complete and the road is in gravel state.
  • Concrete Replacements and Paving is anticipated to Begin August - October 30  
Phase 2:
Ross St. (North) Intersection 
June 15 - July 30 Water, Sanitary, and Storm infrastructure will be upgraded along with upgraded traffic infrastructure and signals. Traffic pattern will change on Ross Street to one West bound lane and one East bound lane on the south side of Ross Street Underway. Completion timeline is July 30.
Phase 3:
Ross St. (South) Intersection 
July 15 - Sept. 15 Water, Sanitary, and Storm infrastructure will be upgraded along with upgraded traffic infrastructure and signals. Traffic Pattern will change on Ross Street to one West bound lane and one East bound lane on the north side of Ross Street.   *Adjusted timelines:

Phase 4:
43 Ave
Aug. 15 - Oct. 30 Water, Sanitary, and Storm infrastructure will be upgraded. 43 Avenue will be closed at this time. Detours around 43 Avenue will be in place. Access to apartment building will be from east bound Ross Street. *Adjusted timelines:
Sept 13 - Oct. 25

When will the construction occur?

Construction will begin April 1, 2024, and is anticipated to be completed by October 30, 2024. To minimize impacts to residents, the project is divided into four phases:

  • Phase 1: 43A Avenue and 47 Street – April 1 to July 30
  • Phase 2: Ross Street Intersection (North) – June 24 to July 30
  • Phase 3: Ross Street Intersection (South) – July 15 to September 15
  • Phase 4: 43 Avenue – Aug 15 to October 30
Why is The City doing this project?

The existing infrastructure in Grandview is aging and its renewal has become crucial to the health, safety and longevity of its underground utilities. This work will include installation of new underground infrastructure, renewal of existing roadways and improved traffic signals on Ross Street.

What work is being done?

  2. Phase 2 - Ross St. Intersection North
    • June 15 - July 30
    • Water, sanitary and storm infrastructure will be upgraded along with upgraded traffic infrastructure and signals. Traffic patterns will change on Ross St. to one west bound land and one east bound lane on the south side of Ross St.
  3. Phase 3 - Ross St. Intersection South
    • July 15 - Sept. 15
    • Water, sanitary and storm infrastructure will be upgraded along with upgraded traffic infrastructure and signals. Traffic pattern will change on Ross St. to one west bound land and one east bound lane on the north side of Ross Street.
  4. Phase 4
    • Aug. 15 - Oct.30
    • Water, sanitary and storm infrastructure will be upgraded. 43 Ave will be closed at this time, with detours around 43 Ave in place. Access to apartment building will be from east bound Ross St.
How can I receive updates about this project?

Information will be provided by hand delivered notices to affected residents. General construction updates will be provided here.

How will I access my home?

Residents are encouraged to use the unobstructed sidewalks. For people requiring further assistance there will be a shuttle to assist. Further information regarding the shuttle will be provided in following notifications.

Will it be safe to walk to my house?

Yes, as long as residents do not enter the construction sites and follow the on-site signage there should not be any safety concerns. If you have concerns, please don’t hesitate to contact our project team.

Where is the nearest access point?

For residents living on 43A Ave /43 Ave /47 St, the nearest access point will be the intersection of 43 Ave and 47 St, or the trail to the north of 4724 43 Ave. For the residents of Towne House Apartment complex, access will be provided at all times.

Will my yard be damaged during construction?

Due to water and sanitary service pipes being upgraded to property line there will be some disturbance to landscaping in front yards. Pidherney’s will restore damaged yards to their pre-construction condition.

Will my utilities be impacted during construction?

Utilities should not be impacted during construction. Some residents will be on temporary water services when Pidherney’s upgrades existing water mains. During temporary water connections the water supply is potable and safe to consume.

What accommodations are being considered for residents who will be impacted by road closures and reduced access?
  • Cart collection: Carts and extra yard waste will continue to be collected on Wednesdays during construction. Please refer to the letter hand-delivered to your residence on March 25, or call the Blue Line at 403-340-BLUE (2583) for instructions on how and where to set our your carts. Please note, your cart pick-up instructions may differ from your neighbours'.
  • Mail delivery: Mail will be redirected to 6010 67A Street. Residents are required to bring valid identification when picking up their mail. If you have specific accommodation needs, Canada Post can arrange for alternative delivery options for a fee by phoning 1-866-607-6301. The fee for alternative delivery will be the responsibility of the residents who choose that option.
  • Parking/access: During Phase 1, residents on 43A Ave, 47 St, and 43 Ave will be provided with temporary parking accommodations. Detours will be in place through each phase to traverse around road closures.
  • Emergency Response access: Red Deer Emergency Services has reviewed the construction plans and created alternate response plans to ensure emergency response is maintained.
  • Grocery/food/retailer delivery: Sidewalks will be maintained for access. For residents requiring assistance with small items and personal belongings, a shuttle service will be provided by Pidherney's.
I have mobility issues. What accommodations are being made?

Why can’t you put in a temporary road so I can access my home?

In the early planning stages, our team explored every possibility to maintain road access to the residents, however the configuration and location of this street would not allow it. A temporary road was deemed unfeasible due to safety concerns, constraints regarding the mobility of construction equipment, and budget constraints.

Will trees be removed? Will this impact slope stability?

There will be tree removal and pruning done prior to the start of construction. This should not affect the slope stability. If a tree is being removed in front of or on a residents property, a tree removal notice will be provided to the resident with further details.

When will I hear construction noise?

Construction hours will be from 7 a.m. to 7 p.m., Monday to Saturday. As weather and schedule requirements dictate, Sunday and evening work may also be required. In these circumstances, the noise bylaw of 7 a.m. to 10 p.m. from Monday to Saturday and 9 a.m. to 10 p.m. on Sunday will be adhered to.

What if I’m away until April? How can I move my vehicle after work begins?

Please notify us ahead of time if special accommodation is needed. Pidherney’s and City of Red Deer will be working with the Grandview residents to mitigate the impact of this project.
